AREAS AFFECTED...FAR ERN NC

CONCERNING...SEVERE POTENTIAL...WATCH POSSIBLE

VALID 120952Z - 121045Z

A MARGINAL TORNADO THREAT WILL CONTINUE UNTIL AFTER DAYBREAK ACROSS
THE OUTER BANKS OF NC. A TORNADO WATCH CAN NOT BE RULED OUT
ESPECIALLY IF THE STRONGER ROTATING CELL ELEMENTS CAN APPROACH
PAMLICO SOUND.

A BROKEN LINE OF THUNDERSTORMS WITH EMBEDDED ROTATING CELLS WILL
CONTINUE TO MOVE GRADUALLY NWD EARLY THIS MORNING AND WILL BEGIN TO
AFFECT THE CAPE LOOKOUT NATIONAL SEASHORE OVER THE NEXT FEW HOURS.
THE MOREHEAD CITY WSR-88D VWP CONTINUES TO SHOW STRONG LOW-LEVEL
SHEAR PROFILES WITH ABOUT 40 KT OF FLOW AT 1 KM. THIS SUGGESTS A
THREAT FOR ROTATING STORMS WITH A MARGINAL TORNADO POTENTIAL WILL
EXIST EARLY THIS MORNING. ALTHOUGH THE LINE IS MOVING SLOWLY
NEWD...THE THREAT MAY INCREASE AS THE INDIVIDUAL CELLS MOVE NWD INTO
A BIT STRONGER FLOW CURRENTLY IN PLACE ACROSS CAPE HATTERAS.
INSTABILITY IS ALSO FORECAST TO INCREASE WITH DEWPOINTS ACROSS THE
OUTER BANKS REACHING THE UPPER 60S F. THE DISCRETE NATURE OF THE
CONVECTION SUGGESTS A TORNADO WILL BE POSSIBLE AND WW ISSUANCE IS
BEING CONSIDERED.

NWS STORM PREDICTION CENTER NORMAN OK

...DISCUSSION...

MODEL CONSENSUS IS THAT UPPER TROUGH WILL MOVE INTO THE CNTRL AND
SRN PLAINS DAY 4 BEFORE CLOSING OFF BY DAY 5 OVER THE CNTRL PLAINS
AND MID MS VALLEY. TIMING DIFFERENCES EXIST WITH ECMWF INDICATING A
SLIGHTLY FASTER SOLUTION THAN GFS. MREF ENSEMBLE MEMBERS ALSO SHOW
TIMING DIFFERENCES BY DAY 6. THE UPPER TROUGH WILL INDUCE A SURFACE
LOW ON THE FRONT THAT WILL OCCLUDE AS IT LIFTS NEWD TOWARD THE MID
MS VALLEY. OWING TO PERSISTENT ELY TRAJECTORIES OVER THE N CNTRL AND
NERN GULF EMANATING FROM CP HIGH PRESSURE OVER THE ERN
STATES...MOISTURE RETURN IN PRE-FRONTAL WARM SECTOR WILL NOT BE
PARTICULARLY ROBUST. HOWEVER...AN AXIS OF PARTIALLY MODIFIED GULF
AIR WILL RETURN THROUGH THE SRN PLAINS AND LOWER MS VALLEY.

VERTICAL SHEAR WILL BE SUFFICIENT FOR A RISK OF SEVERE WEATHER OVER
THE SRN PLAINS DAY 4 AND LOWER-MID MS VALLEY DAY 5 AS COLD FRONT
MOVES SEWD AND INTERACTS WITH MOIST AXIS. HOWEVER...CONCERN IS THAT
THE THERMODYNAMIC ENVIRONMENT COULD REMAIN SOMEWHAT MARGINAL FOR A
MORE ROBUST THREAT. FOR THIS REASON WILL NOT DELINEATE A RISK AREA
AT THIS TIME.

ANY SEVERE THREAT IS EXPECTED TO DIMINISH BEYOND DAY 5 AS THE LOW
OCCLUDES AND MOISTURE IS PINCHED OFF. PREDICTABILITY DECREASES
SIGNIFICANTLY BEYOND DAY 6 AS MODEL SOLUTIONS DIVERGE.

A MARGINAL TORNADO THREAT WILL LIKELY EXIST AND MAY INCREASE AS

ALTHOUGH THE THREAT SHOULD REMAIN ISOLATED...A WW CAN NOT BE RULED
OUT ACROSS FAR ERN NC.

THE REMNANTS OF IDA WILL CONTINUE TO MOVE NWD ACROSS ERN NC EARLY
THIS MORNING WITH DISCRETE CELLS LOCATED NEAR MOREHEAD CITY
EXTENDING SWD TO ABOUT 140 STATUTE MILES OFFSHORE. THE LATEST
WSR-88D VWP FROM MOREHEAD CITY NC SHOWS 35 TO 40 KT OF FLOW AT 1 KM
SUGGESTING LOW-LEVEL SHEAR PROFILES WILL BE SUFFICIENT FOR STORM
ROTATION. IN ADDITION...OBJECTIVE ANALYSIS SUGGESTS THE GREATEST
INSTABILITY REMAINS OFFSHORE BUT SHOULD INCREASE NWD WITH TIME AS
ONSHORE WINDS BRING SFC DEWPOINTS INTO THE MID 60S F. THIS ALONG
WITH COOLING TEMPS ALOFT AND SHOULD GRADUALLY INCREASE INSTABILITY

...SYNOPSIS...

CLOSED UPPER LOW WILL CONTINUE TO DRIFT SLOWLY EWD AWAY FROM THE NC
COAST. FARTHER W...A SERIES OF SHORTWAVE TROUGHS WILL MOVE THROUGH
THE BROADER UPPER TROUGH. THIS INCLUDES A NRN STREAM IMPULSE THAT
WILL MOVE FROM THE NRN/CNTRL ROCKIES INTO THE NRN/CNTRL PLAINS

EXTEND FROM THE UPPER MS VALLEY SWWD INTO THE GREAT BASIN EARLY
FRIDAY. THIS BOUNDARY WILL ADVANCE SEWD AND STRETCH FROM THE GREAT
LAKES SWWD INTO THE SRN ROCKIES BY THE END OF THE PERIOD.

...NRN AZ THROUGH CNTRL ROCKIES AND CNTRL PLAINS...

MOISTURE WILL REMAIN LIMITED AHEAD OF SEWD ADVANCING COLD FRONT.
HOWEVER...FORCING FOR ASCENT ALONG BAROCLINIC ZONE WITHIN A
MODERATELY STEEP LAPSE RATE ENVIRONMENT WILL CONTRIBUTE TO MARGINAL
INSTABILITY AND SCATTERED SHOWERS. A FEW THUNDERSTORMS WILL BE
POSSIBLE WITH CONVECTION THAT DEVELOPS. HOWEVER...ANY LIGHTNING
ACTIVITY WILL LIKELY REMAIN SPARSE DUE TO THE LIMITED INSTABILITY.
