GUSTY-WIND THREAT WITH THE STRONGEST STORMS. WEAK MID-LEVEL LAPSE
RATES...SPATIAL DISPLACEMENT FROM ANY SUBSTANTIAL DEEP SHEAR...AND
THE UNDERCUTTING NATURE OF THE SFC BOUNDARY PRECLUDE 5-PERCENT SVR
