DAY 1 CONVECTIVE OUTLOOK
NWS STORM PREDICTION CENTER NORMAN OK
0247 PM CDT MON AUG 18 2008

VALID 182000Z - 191200Z

...THERE IS A SLGT RISK OF SVR TSTMS ACROSS PARTS OF NY AND NORTHERN
NEW ENGLAND...

...THERE IS A SLGT RISK OF SVR TSTMS OVER SRN FL PENINSULA...

...NY/NEW ENGLAND...
SCATTERED THUNDERSTORMS HAD DEVELOPED ACROSS WRN/NRN NY ALONG A WEAK
CONFLUENT BOUNDARY. THOUGH SHEAR IS NOT PARTICULARLY
IMPRESSIVE...STRONG HEATING AND MODERATE INSTABILITY IS FAVORABLE
FOR A FEW STORMS WITH SEVERE WINDS/HAIL...REFERENCE WW 838.

UPPER TROUGH OVER ONTARIO/QUEBEC CONTINUES TO SWEEP EWD TOWARD NEW
ENGLAND. THIS SYSTEM AND ACCOMPANYING COLD FRONT...WITH AN ONGOING
LINE OF STRONG/SEVERE THUNDERSTORMS...IS EXPECTED TO MOVE INTO
PORTIONS OF UPSTATE NY/WRN NEW ENGLAND BY 00Z. GIVEN STRENGTHENING
WIND FIELDS AND THE LINEAR NATURE OF THE CONVECTION ...WIND DAMAGE
SHOULD BE THE PRIMARY THREAT WITH THESE STORMS. THE SEVERE THREAT IS
EXPECTED TO DIMINISH BY 03Z TO 06Z DUE TO NOCTURNAL COOLING AND
RESULTANT STABILIZING BOUNDARY LAYER.

...FL...
THE CENTER OF TROPICAL STORM FAY AT MID AFTERNOON WAS LOCATED NEAR
KEY WEST...RESULTING IN WIND FIELDS TO STRENGTHEN ACROSS THE SRN FL
PENINSULA. SHEAR IN THE LOWEST 1 KM HAD INCREASED TO 15 TO 20 KT.
THIS SHEAR IN COMBINATION WITH SURFACE DEWPOINTS IN THE MID 70S
WOULD FAVOR A FEW TORNADOES...ESPECIALLY IN THE OUTER BANDS LOCATED
TO THE EAST AND NORTHEAST OF FAY/S CENTER.

...NM/TX...
CUTOFF UPPER LOW...CURRENTLY LOCATED OVER THE TX/OK PANHANDLES
...WAS DRIFTING SLOWLY SEWD. VERTICAL SHEAR WITH THIS SYSTEM IS
WEAKER THAN ON SUNDAY...BUT EFFECTIVE SHEAR AT 20-30 KT WAS PRESENT
ACROSS ERN NM/WRN TX. THE FORCING ASSOCIATED WITH THE UPPER LOW AND
THE WEAKLY CAPPED ENVIRONMENT SHOULD RESULT IN SCATTERED TO NUMEROUS
THUNDERSTORMS. WHERE BREAKS IN THE CLOUDS OCCUR...MODERATE
INSTABILITY IS LIKELY. THIS INSTABILITY ALONG WITH THE SHEAR MAY
SUPPORT A BRIEF HAIL/WIND THREAT IN A FEW STORMS UNTIL MID EVENING.

...WA/ORE...
UPPER PATTERN OVER THE PACIFIC NORTHWEST IS VERY SIMILAR TO
YESTERDAY...WITH A SHORTWAVE TROUGH LIFTING NWD FROM NRN CA.
CLOUDS/CONVECTION HAS RESTRICTED SOME HEATING...WHICH HAS LESSENED
THE THREAT FOR STRONG/SEVERE STORMS. HOWEVER...IF STORMS CAN DEVELOP
ON ERN EDGE OF PCPN/CLOUDS LOCATED OVER CENTRAL WA/ORE...VERTICAL
SHEAR AND STEEP MID LEVEL LAPSE RATES MIGHT SUPPORT A FEW STORMS
WITH GUSTY WINDS AND HAIL.

AREAS AFFECTED...NRN NY...MUCH OF VT AND NH...WRN AND NRN ME

CONCERNING...SEVERE POTENTIAL...WATCH POSSIBLE

VALID 181717Z - 181845Z

SEVERE THREAT SHOULD SLOWLY INCREASE THIS AFTERNOON AHEAD OF
ADVANCING UPPER TROUGH. WW MAY BE NEEDED.

STRONG HEATING IS UNDERWAY ACROSS THE NORTHEAST/NEW ENGLAND...WITH
TEMPERATURES NOW NEAR/APPROACHING 80 IN MOST AREAS. THIS COMBINED
WITH DEWPOINTS GENERALLY IN THE LOW 60S IS YIELDING GENERALLY 500 TO
1500 J/KG MIXED-LAYER CAPE -- WITH MOST UNSTABLE AIRMASS OVER THE
NRN HALF OF NY AND INTO VT ATTM.

WHILE MODERATE/WSWLY LOW-LEVEL FLOW IS INDICATED ACROSS THIS
REGION...STRONGER MID-LEVEL FLOW REMAINS TO THE NW -- ACROSS
ONTARIO/QUEBEC -- CLOSER TO THE APPROACHING UPPER TROUGH.
HOWEVER...AS THE TROUGH ADVANCES SEWD WITH TIME...DEEP-LAYER SHEAR
WILL SLOWLY INCREASE -- BECOMING MORE SUPPORTIVE OF STORM
ORGANIZATION THROUGH THE AFTERNOON AND INTO THIS EVENING. AS
INCREASING LARGE-SCALE UVV AND DESTABILIZING ENVIRONMENT SUPPORT
STORM DEVELOPMENT IN THE NEXT FEW HOURS...SEVERE THREAT SHOULD
SLOWLY INCREASE -- POSSIBLY REQUIRING WW ISSUANCE.

DAY 2 CONVECTIVE OUTLOOK

1206 PM CDT MON AUG 18 2008

VALID 191200Z - 201200Z

...THERE IS A SLGT RISK OF SVR TSTMS ACROSS THE ERN FL PENINSULA...

...SYNOPSIS...
AN UPPER RIDGE WILL COVER MUCH OF THE NATION...THOUGH WITHIN THE
RIDGE...FAY WILL MOVE NWD ACROSS THE FL PENINSULA AND A WEAK UPPER
LOW PRESSURE SYSTEM IS FORECAST TO MEANDER IN THE SRN PLAINS. ON
OPPOSITE SIDES OF THE UPPER RIDGE...A RELATIVELY STRONG UPPER TROUGH
WILL SHIFT EWD FROM THE PACIFIC NW INTO THE NRN ROCKIES...WHILE
ANOTHER TROUGH MOVES EWD THROUGH QUEBEC AND NEW ENGLAND.

...ERN FL PENINSULA...
FAY IS CURRENTLY FORECAST TO SHIFT NWD AND MAKE LANDFALL ACROSS THE
W CENTRAL FL PENINSULA ON TUESDAY...AND THEN HEAD NNEWD INTO NRN FL
BY EARLY WED MORNING. INTENSIFICATION IS ANTICIPATED BEFORE LANDFALL
AND INCREASING WINDS/SHEAR WILL PROVIDE THE POSSIBILITY FOR ISOLATED
TORNADOES ACROSS THE FL PENINSULA...ESPECIALLY WITHIN CONVECTIVE
BANDS LOCATED NORTHEAST OF THE CENTER IN REGION OF GREATER LOWER
LEVEL SHEAR.

...NRN ROCKIES...
MODELS SUGGEST A STRONG VORT MAX AND ASSOCIATED 50-60 KT MID LEVEL
SPEED MAX...EMBEDDED WITHIN LARGE SCALE TROUGH...WILL MOVE FROM SERN
ORE INTO SRN ID LATE IN THE DAY. THIS SHOULD PROVIDE SUFFICIENT LIFT
FOR THUNDERSTORMS TO DEVELOP DURING THE LATE AFTERNOON/OVERNIGHT
HOURS. DESPITE STEEP MID/HIGH LEVEL LAPSE RATES...BOUNDARY LAYER
MOISTURE WILL BE MEAGER...WHICH WILL LIMIT INSTABILITY.
STRENGTHENING WINDS ALOFT SHOULD PROVIDE FAVORABLE SHEAR...40-50
KT...FOR ORGANIZED STORMS AND POSSIBLY EVEN SUPERCELLS. HAIL AND
STRONG GUSTY WINDS WOULD BE POSSIBLE WITH THESE STORMS...BUT ONLY
LOW SEVERE PROBABILITIES ARE FORECAST ATTM GIVEN THE EXPECTED WEAK
INSTABILITY.

...ELSEWHERE...
A WEAK FRONTAL ZONE...ASSOCIATED WITH THE NEW ENGLAND UPPER
TROUGH...IS EXPECTED TO EXTEND FROM SRN NEW ENGLAND WWD INTO THE
OH/UPPER MS VALLEYS DURING THE AFTERNOON. DIURNAL HEATING AND WEAK
CONVERGENCE MAY BE SUFFICIENT FOR A FEW STORMS ALONG THIS BOUNDARY
FROM APPROXIMATELY 20Z-03Z.

IN ADVANCE OF TROPICAL STORM FAY. A FEW CELLS HAVE BEGUN TO SHOW
MORE PERSISTENT ROTATION OFFSHORE...SUGGESTING THE THREAT OF
ISOLATED TORNADOES IS INCREASING. THREAT WILL PERSIST AT LEAST
THROUGH 03Z.

AVIATION...TORNADOES AND A FEW SEVERE THUNDERSTORMS WITH EXTREME
TURBULENCE AND SURFACE WIND GUSTS TO 60 KNOTS. A FEW CUMULONIMBI
WITH MAXIMUM TOPS TO 500. MEAN STORM MOTION VECTOR 13020.

...THERE IS A SLGT RISK OF SVR TSTMS OVER SOUTH FL...

...THERE IS A SLGT RISK OF SVR TSTMS ACROSS PARTS OF NY AND NORTHERN
NEW ENGLAND...

...NY/NEW ENGLAND...
UPPER TROUGH OVER ONTARIO/QUEBEC CONTINUES TO AMPLIFY THIS
MORNING...WITH PRIMARY COLD FRONT EXPECTED TO SWEEP INTO NY/NEW
ENGLAND AFTER DARK TONIGHT. AHEAD OF THE FRONT...MODEL GUIDANCE
SUGGEST SOME RISK OF ISOLATED THUNDERSTORM DEVELOPMENT THIS
AFTERNOON OVER THE HIGHER TERRAIN OF NORTHERN NEW ENGLAND AND
NORTHEAST NY. FORECAST SOUNDINGS IN THIS AREA INDICATE A RISK OF
HAIL AND DAMAGING WINDS WITH THESE STORMS...ALTHOUGH GREATER
COVERAGE OF STRONG STORMS WILL LIKELY BE DELAYED UNTIL AFTER DARK
WHEN COLD FRONT APPROACHES REGION. A LINE OF STORMS MAY ACCOMPANY
THE FRONT...MAINTAINING THE RISK OF STRONG/SEVERE STORMS THROUGH
ABOUT 06Z.

...FL...
TROPICAL STORM FAY REMAINS RATHER DISORGANIZED THIS MORNING SOUTH OF
EYW...BUT IS EXPECTED TO STRENGTHEN THROUGH THE FORECAST PERIOD.
VAD WIND PROFILES AT EYW/MFL SUGGEST LOW LEVEL WINDS HAVE BEGUN TO
INCREASE OVER NORTHEAST QUADRANT OF SYSTEM. THIS...COUPLED WITH
SURFACE DEWPOINTS IN THE MID 70S WILL INCREASE THE RISK OF
OCCASIONAL BRIEF TORNADOES THIS AFTERNOON THROUGH TONIGHT.

...NM/TX...
CUTOFF UPPER LOW CONTINUES TO DRIFT SLOWLY SOUTHEASTWARD INTO THE
SOUTHERN PLAINS TODAY...RESULTING IN WIDESPREAD SHOWERS AND
THUNDERSTORMS TO PORTIONS OF KS/OK/TX. VERTICAL SHEAR TO THE SOUTH
OF THE LOW HAS WEAKENED OVER THE PAST 24 HOURS...AND LESS TERRAIN
EFFECTS SHOULD DECREASE THE OVERALL COVERAGE OF STRONG STORMS TODAY.
NEVERTHELESS...BREAKS IN THE CLOUDS OVER THE SOUTHWEST QUADRANT OF
LOW WILL RESULT IN POCKETS OF MODERATE INSTABILITY AND SOME RISK OF
HAIL/GUSTY WINDS THIS AFTERNOON/EVENING OVER PARTS OF NM/TX.

...WA/ORE...
UPPER PATTERN OVER THE PACIFIC NORTHWEST IS VERY SIMILAR TO
YESTERDAY...WITH SERIES OF SHORTWAVE TROUGHS LIFTING NORTHWARD ALONG
THE COAST. CONSIDERABLE MORNING CONVECTION HAS RESULTED IN
WIDESPREAD CLOUDS OVER PARTS OF THE AREA...LESSENING THREAT OF
STRONG/SEVERE STORMS LATER THIS AFTERNOON. HOWEVER...IT APPEARS
LIKELY THAT STORMS WILL RE-DEVELOP OVER SOUTH CENTRAL ORE THIS
AFTERNOON AND TRACK NORTHWARD ALONG AND EAST OF THE CASCADES WHERE
DEWPOINTS HAVE INCREASED OVER YESTERDAY. INCREASING VERTICAL SHEAR
AND STEEP MID LEVEL LAPSE RATES WILL PROMOTE A RISK OF GUSTY WINDS
AND HAIL IN STRONGER CELLS.

...THERE IS A SLGT RISK OF SVR TSTMS LATER THIS AFTERNOON INTO EARLY
TONIGHT FOR NRN NY INTO NRN NEW ENGLAND...

...THERE IS A SLGT RISK OF SVR TSTMS THOUGH EARLY TUESDAY FOR S
FL...

...NRN NY INTO NRN NEW ENGLAND LATE THIS AFTERNOON INTO TONIGHT...
A PRONOUNCED MID LEVEL SHORTWAVE TROUGH WILL MOVE ESEWD OVER QUEBEC
TO NRN NEW ENGLAND BY LATE TONIGHT. THIS MID LEVEL TROUGH WILL BE
ACCOMPANIED BY A SURFACE COLD FRONT WHICH WILL REACH THE SAINT
LAWRENCE VALLEY THIS EVENING AND MOVE INTO NRN NEW ENGLAND
OVERNIGHT.

A BELT OF LOW-MID 60S BOUNDARY LAYER DEWPOINTS AND DAYTIME HEATING
WILL CONTRIBUTE TO SUFFICIENT INSTABILITY FOR DEEP CONVECTION TODAY
IN ADVANCE OF THE COLD FRONT AND MID LEVEL WAVE. MINIMAL CONVECTIVE
INHIBITION BY AFTERNOON SHOULD ALLOW THE DEVELOPMENT OF WIDELY
SCATTERED WARM SECTOR THUNDERSTORMS FROM CENTRAL/NRN NY INTO
INTERIOR NEW ENGLAND. A MORE CONCENTRATED BAND OF STORMS WILL
LIKELY FORM DURING THE AFTERNOON OVER ONTARIO/QUEBEC ALONG THE
FRONT...AND CROSS INTO NRN NY/NEW ENGLAND LATE THIS EVENING INTO
EARLY TONIGHT. STILL...VERTICAL SHEAR WILL BE RELATIVELY WEAK
DURING THE DAY IN THE WARM SECTOR...AND DEEP LAYER WINDS/VERTICAL
SHEAR WILL INCREASE PRIMARILY NEAR AND AFTER DARK AS INSTABILITY
WEAKENS. THEREFORE...THE DAMAGING WIND/HAIL THREAT DURING THE
AFTERNOON WILL BE RATHER MARGINAL ACROSS NEW ENGLAND AS A RESULT OF
WEAK VERTICAL SHEAR...WHILE UNCERTAINTIES PERSIST INTO TONIGHT SINCE
THE COLD FRONT WILL ARRIVE AFTER DARK AND AS THE BOUNDARY LAYER IS
STABILIZING.

...S FL THROUGH EARLY TUESDAY...
TROPICAL STORM FAY IS MOVING OFF THE NRN COAST OF CUBA THIS MORNING
AND IS FORECAST TO BECOME A MINIMAL HURRICANE BY EARLY TUESDAY AS IT
PASSES THE WRN FL KEYS AND APPROACHES THE SW FL COAST /SEE LATEST
NHC ADVISORIES FOR DETAILS/. THE STORM STRUCTURE IS A BIT
RAGGED/ASYMMETRIC WITH THE MAJORITY OF THE DEEP CONVECTION TO THE
E/NE OF CYCLONE CENTER. STILL...GIVEN THE EXPECTATION FOR SOME
STRENGTHENING AND CONTINUED NNW TO N MOVEMENT OF THE STORM...THE
ENVIRONMENT SHOULD GRADUALLY BECOME MORE FAVORABLE FOR OUTER
RAINBAND SUPERCELLS ACROSS S FL TODAY INTO TONIGHT.

...INTERIOR ORE/WA TODAY INTO EARLY TONIGHT...
A MID LEVEL SHORTWAVE TROUGH OFF THE NRN CA COAST WILL PIVOT NEWD TO
ORE BY LATE TODAY INTO TONIGHT...WHILE A SEPARATE/WEAKER WAVE MOVES
NNEWD FROM NE CA TO ERN ORE/SW ID TODAY. A PLUME OF LOW-MID LEVEL
MOISTURE IN ADVANCE OF THE PRIMARY TROUGH HAS SUPPORTED
THUNDERSTORMS OVERNIGHT ACROSS THE CASCADES...AS WELL AS NEAR THE
ORE COAST. THE RICHEST LOW-LEVEL MOISTURE WILL REMAIN LARGELY W OF
THE CASCADES TODAY...WHILE THE STRONGER SURFACE HEATING AND STEEPER
LAPSE RATES WILL RESIDE E OF THE CASCADES THIS AFTERNOON. THE NET
RESULT WILL BE SUFFICIENT INSTABILITY FOR A FEW STRONG/SEVERE STORMS
THIS AFTERNOON INTO EARLY TONIGHT...MAINLY NEAR AND IMMEDIATELY E OF
THE CASCADES. THERE WILL ALSO BE AN INCREASE IN DEEP LAYER VERTICAL
SHEAR WITH THE APPROACH OF THE PRIMARY MID LEVEL TROUGH...THUS A FEW
ORGANIZED MULTICELLS...AND PERHAPS A SUPERCELL OR TWO...COULD
PRODUCE ISOLATED LARGE HAIL AND DAMAGING GUSTS.

...W TX/SE NM TODAY...
THE PERSISTENT MID LEVEL LOW NOW OVER SE CO/NE NM WILL MOVE SLOWLY
SEWD TOWARD THE TX PANHANDLE THROUGH TONIGHT. THOUGH A WEAK FEED OF
STEEPER MID LEVEL LAPSE RATES SHOULD BE MAINTAINED FROM NRN AZ INTO
WRN/CENTRAL NM...THE NET EFFECT OF WIDESPREAD CONVECTION THE PAST
SEVERAL DAYS HAS BEEN TO REDUCE LAPSE RATES/INSTABILITY OVER MUCH OF
THE SRN HIGH PLAINS. THERE WILL STILL BE SOME POTENTIAL FOR POCKETS
OF MODERATE INSTABILITY THIS AFTERNOON WHERE SURFACE HEATING IS
STRONGEST /PRIMARILY ACROSS SW TX/SE NM/...AND EFFECTIVE BULK SHEAR
SHOULD APPROACH 30-35 KT OVER THIS SAME AREA. VERY ISOLATED
DAMAGING GUSTS AND LARGE HAIL COULD OCCUR TODAY INTO THIS EVENING
ACROSS W/SW TX AND SE NM...BUT THE OVERALL SEVERE STORM THREAT IS
TOO MARGINAL FOR MORE THAN LOW WIND/HAIL PROBABILITIES.

DEVELOP...THEN A WW WOULD BECOME WARRANTED.

AT 12Z...REGIONAL RADAR/SATELLITE IMAGERY INDICATED A MORE
PERSISTENT NW-SE ORIENTED RAIN BAND ALONG THE NERN THROUGH ERN
PERIPHERY OF TROPICAL STORM FAY...WITH THIS BAND EXTENDING FROM 70
SE MIA TO ABOUT 155 ESE MTH. VERY COLD CLOUD TOPS AND LIGHTNING
WERE OBSERVED ALONG THIS BAND WITH AT LEAST SOME INDICATION OF STORM
ROTATION IN THE LOWEST LEVELS WITH A FEW OF THE EMBEDDED STRONGER
CELLS. OBJECTIVE ANALYSES SHOWED A RECENT INCREASE IN 0-1 KM SHEAR
VALUES /15-20 KT/ IN THE VICINITY OF THIS BAND. NORTHERN MOST CELL
THAT SHOWED WEAK LOW LEVEL ROTATION WAS LOCATED 70 SE MIA...WITH A
NWWD MOVEMENT OF 35 KT RESULTING IN THIS CELL REACHING THE SERN FL

LOW LEVEL SHEAR SHOULD INCREASE TODAY AS T.S. FAY APPROACHES THE FL

...DISCUSSION...

BOTH THE GFS AND ECMWF ARE IN REASONABLE AGREEMENT MOVING A STRONG
UPPER TROUGH ACROSS THE NRN ROCKIES INTO THE UPPER MS VALLEY BY
FRIDAY. THIS FEATURE WILL UNDOUBTEDLY RESULT IN A FAIRLY STRONG
COLD FRONTAL SURGE ACROSS THE NRN PLAINS OF MT/DAKOTAS
THURSDAY...WITH EWD ADVANCEMENT EXPECTED INTO THE UPPER GREAT LAKES
DURING THE DAY5 PERIOD. WHILE DEEP LAYER SHEAR WILL INCREASE ACROSS
THIS REGION...MUCH OF THE STRONGER FLOW WILL LAG THE SFC WIND SHIFT.
ADDITIONALLY...BOUNDARY LAYER MOISTURE/INSTABILITY WILL STRUGGLE TO
RISE ACROSS THE WARM SECTOR...EXCEPT POSSIBLY ALONG A NARROW AXIS
IMMEDIATELY AHEAD OF THE COLD FRONT. FOR THIS REASON WILL NOT
INTRODUCE A RISK OF ORGANIZED SEVERE DURING THE DAY4-5 TIME
FRAME...HOWEVER INCREASED MOISTURE OR INSTABILITY COULD RESULT IN
SEVERE ALONG THIS COLD FRONT.

18/00Z MODEL GUIDANCE CONTINUES TO SUGGEST STRONGER SHEARED AREAS OF
THE PACIFIC NW INTO THE NRN HIGH PLAINS WILL REMAIN SOMEWHAT
MOISTURE-STARVED THROUGH THE PERIOD. THIS SHOULD LIMIT OVERALL
INTENSITY OF ANY HIGH BASED STORMS THAT WOULD OTHERWISE EASILY
ROTATE/ORGANIZE NEAR THE CANADIAN BORDER. LATER...PERHAPS DURING
THE DAY4-5 TIME FRAME...MORE ROBUST ACTIVITY SHOULD EVOLVE
DOWNSTREAM ACROSS PORTIONS OF THE DAKOTAS INTO THE UPPER MS VALLEY.

...SERN U.S...

REMNANTS OF FAY SHOULD BE INLAND BY DAY3 OVER NRN FL/SRN GA.
ALTHOUGH LOW LEVEL SHEAR PROFILES WILL LIKELY REMAIN ENHANCED ACROSS
THIS REGION...WILL NOT ATTEMPT TO OUTLOOK SEVERE THUNDERSTORMS UNTIL
A BETTER IDEA OF BOUNDARY LAYER LAPSE RATES/BUOYANCY ARE KNOWN. ANY
SUNSHINE ACROSS THIS AREA COULD RESULT IN AN INCREASED THREAT FOR
